OFFICE OF THE COUNCIL SECRETARY / CHIEF EXECUTIVE

 

Daily activities of the Kenya National Examinations Council are administered by a Secretariat headed by a Council Secretary/Chief Executive Officer. Under the CS/CE are five administrative departments each headed by a Senior Deputy Secretary.

 

 

 

 

 

 

 

 

 

 

The five administrative departments are:

  • Test Development Department
  • Reprographics and Manuscripts Department
  • Examinations Administration Department
  • Research and Data Processing Department
  • Finance, Administration and Human Resources Management Department

TEST DEVELOPMENT DEPARTMENT

The Department is responsible for development of both school and post school examination papers and marking schemes for the test papers. The work in the department is coordinated through the following three divisions and related sections:

Test Development School Examinations Division.

The Test Development School Examinations (TD SE) Division develops examination papers and marking schemes for KCPE, KCSE, PTE, Teacher Certificate in Adult Education, ECDE diploma, ECDE proficiency and ECDE certificate proficiency examinations. The division also develops examination papers for Diploma teachers, non formal basic education and diploma for special needs candidates (modular). The activities of the division are handled through the following five sections:

  • Humanities
  • Languages
  • Adult and non formal Education
  • Mathematics and Science
  • Teacher Education

Development Post School Technical Examinations Division

The Test Development Technical Examinations Post Schools division develops examination papers for technical examinations.

The activities of the division are handled through the following four sections:

  • Mechanical, Electrical and Electronics Engineering Examinations
  • Building and Civil Engineering, Surveying and Mapping Examinations
  • Applied Sciences and Graphics Examinations
  • Health and Physical Sciences and Biotechnology Examinations

Test Development Post School Business Examinations Division

The Test Development Business Examinations Post Schools division develops examination papers for Business examinations. The activities of the division are handled through the following four sections:

  • Secretarial Studies and Languages Examinations
  • Finance and Legal Examinations
  • Information Communications Technology (ICT) Examinations
  • Management Studies

REPROGRAPHICS AND MANUSCRIPTS DEPARTMENT

The Reprographics and Manuscripts (R&M) department coordinates the printing of Council documents except those of a specialized nature. The work in the department is coordinated through the Printing division and the Manuscripts division. The activities of the printing division are handled through four sections while activities in the Manuscripts division are handled through two sections.

EXAMINATIONS ADMINISTRATION DEPARTMENT

 The Examinations Administration (EA) department is responsible for the administration of all national examinations as well as foreign examinations on behalf of some foreign examination boards. The work in the department is coordinated through the following three divisions and related sections:

School Examinations Administration Preparatory Services Division

The Division coordinates all aspects of administration of KCPE, KCSE, PTE, ECDE, Special education and non-formal education examinations. The aspects include, the registration of candidates, production of packing lists, co-ordination of centering and dispatch of examinations materials to the field, receipt of the scripts from the field and processing and issuing of examination results. In addition, the division coordinates the printing, checking and dispatch of result slips and certificates wherever applicable.

The activities of the division are handled through the following three sections:

Field Administration of Examinations Services Division

The Division ensures the proper co-ordination and supervision of field services relating to examinations. These include recruitment of supervisors and invigilators, recruitment and training of examiners, the coordination of marking of both schools and post school examinations. In addition it is responsible for the administration of all assessment projects and practical.

The activities of the division are handled through the following four sections:

  • Field Administration of School Examiners Services
  • PTE, ECDE, Non-formal Education and Special Education Examiners Services
  • Post Schools Examiners Services

Post School Examinations Administration Preparatory Services Division

THE ICT DEPARTMENT

 

 

 

 

 

 

 

 

The ICT department is responsible for the Information Communication Technology management of data from registration to the issuing of results for the examinations offered by KNEC. The activities of the division are handled through the following four sections:

  • School Examinations ICT and Data Processing
  • Post School Examinations ICT and Data Processing
  • Systems and Technical Support Services
  • Field Administration of Examinations ICT and Data Processing

Research Division

The Research division carries out research on issues related to all the examinations offered by KNEC. It further coordinates the preparation and production of statistical reports; examination award documents; feedback reports to institutions and teachers on examination performances. The division further coordinates the monitoring of examinations for quality assurance; the preparation of field reports on irregularities and hardships; the fixing of critical grade boundaries; and the general conduct of examinations for reporting to the Examination Security Committee. Other activities of the division are tracking of primary school pupil’s performance and coordinating the equations of certificates and equivalences of foreign examinations. The activities of the division are handled through the following six sections:

  • School Examinations
  • Post Schools Examinations
  • PTE, Non-formal and Special Education
  • National Assessment Section
  • Archiving and Confirmation of Results
  • Equivalences and Accreditation

FINANCE, ADMINISTRATION AND HUMAN RESOURCE MANAGEMENT DEPARTMENT

The department of Finance, Administration, Planning and Development (FAP&D) is a support department that oversees the functions of human resource management, revenue collection and expenditure and planning of and general administration of the KNEC. The work in the department is coordinated through the following three divisions and related sections:

Finance Division

The division coordinates the overall financial functions of the Council. The main activities of the section include the collection of revenue, payment for goods and services procured and preparation and monitoring of the implementation of the budgets. The section also produces financial reports and identifies investment opportunities for the Council. The activities of the division are handled through the following two sections:

  • Revenue
  • Expenditure

Administration Division

The division coordinates and manages the administrative support services, estates, security and transport issues of the Council. The division also works closely with the Human Resources division to deploy support staff within the Council.

The activities of the division are handled through the following two sections:

  • Resource Mobilization
  • Infrastructure Section

Human Resources Management Division

The division coordinates the overall human resource function of the Council by formulating, interpreting and ensuring compliance and application of the Human Resource Management policies, rules, regulations, standards, service procedures and institutionalizing the terms and conditions of service. In addition the section is responsible for staff development, recruitment and placement of staff as per their requirements and approved staff establishment. The activities of the division are handled through the following two sections:

  • Appointments, training and Development
  • Salary and Benefits

KNEC RANGE OF SERVICES

  • Registration and Administration of KNEC and Foreign Boards’ examinations
  • Processing, Issuing of results and Field Administration of results
  • Marking and remarking of examinations
  • Issuance of Certificates
  • Verification and Confirmation of results of lost or defaced certificates
  • Equation of certificates and equivalences
  • Provision of examinations performance statistics and Feedback
  • Provision of past papers, mathematical tables, examination reports and examination syllabuses
  • Provision of payments to clients/contracted professionals
  • Response to all customers and service providers’ needs, queries and correspondence promptly.

The Kenya National Examinations Council (KNEC) was established by the Government of Kenya in 1980. Through an Act of Parliament (CAP 225A) as a non-profit making institution to conduct school and post-school national examinations except university examinations and award certificates to successful candidates.
