Ambassador Prof. Julius Kibet Bitok is the Principal Secretary, State Department for Basic Education. Previously, he was the Principal Secretary, State Department for Citizen Services.

Amb. Prof. Bitok is a renowned educationist and a financial consultant with extensive experience in the public service. He has worked with State House, the Central Bank of Kenya (CBK), Capital Markets Authority (CMA), Kenya Civil Aviation Authority (KCAA) and the Kenya Ports Authority (KPA), among other institutions.

Amb. Prof. Bitok holds a Doctor of Philosophy (PhD) in Business Management from Oklahoma State University, USA, a Master of Business Administration (MBA) and a Bachelor of Arts (BA) in Economics from the University of Nairobi. He is also a holder of a Diploma in Education from the Kenya Science Teachers College.
