Dr. Julius Ouma Jwan (Born 1965), is the Principal Secretary, State Department of Early Learning and Basic Education, Ministry of Education. Before his new posting he was Principal Secretary Vocational and Technical Training.
Dr. Jwan has also served as Director/Chief Executive Officer at the Kenya Institute of Curriculum Development (KICD) where he spearheaded the review of the Competency Based Curriculum (CBC). Formerly, he worked as the Director – Programmes and Technical Services at the National Cohesion and Integration Commission (NCIC). Prior to joining the Commission, he was a senior lecturer at Moi University, a tutor at Kaimosi Teachers’ College.
He holds a PhD in Educational Leadership & Management and a Master of Science (M.Sc) in Educational Research Methods, both obtained from the UK. He also has a Master of Philosophy (MPhil) in Education Management from Norway and another Master’s Degree in Linguistics from Moi University, where he also graduated with a Bachelor of Education Degree.
He has published widely on educational leadership and management in international journals and book chapters. He has authored two books on educational leadership and management, and one on research.
